Why there is no single customs clearance charge
Customs clearance is not one fee. It is several parties’ charges added together: the government for duty, the shipping line, the CFS or terminal, the customs broker (CHA) and the truck. Each one bills for a different job, and the total changes with the type of cargo, its HS code, whether it moves FCL or LCL, and how quickly the paperwork is done. This guide shows who charges what, so you can read a quotation with confidence.
What moves the total
- Cargo type & HS code
- FCL or LCL
- Number of line items
- Customs examination
- Special permits (pharma, chemicals, DG)
- Transport distance
- Timing & delays
Who Charges What
These are the parties that can send a bill for one clearance, and what each bill is for. Not every shipment uses all of them.
Government
Customs duty
Duty is paid to the government, not to your clearing agent. On an import it is made up of Basic Customs Duty (BCD), Social Welfare Surcharge (SWS), IGST, and Compensation Cess on some goods. The amounts depend on the HS code of your goods, as per the CBIC customs tariff.

Shipping line
Delivery order & line charges
On an import, the shipping line issues the delivery order before the container can be released. It also bills terminal handling and documentation or bill of lading fees. These depend on the line and the route.

CFS
Handling, storage & examination
If your container goes to a container freight station, the CFS charges for handling, for storage (ground rent) while the cargo waits, and for handling the cargo when customs examine it.

Customs broker
CHA / agency fee
This is our fee. It covers checking your documents, filing the Bill of Entry or Shipping Bill on ICEGATE, and following the file until customs clearance is complete.

Transport
Port or CFS to your gate
The container is carried from the port or CFS to your factory, or from your factory to the port on an export. We do this on our own trucks, so there is no third-party trucker adding a separate bill.

If delayed
Demurrage, detention & storage
When a container stays beyond its free time, the shipping line charges demurrage and detention, and the terminal or CFS charges storage (ground rent). These are the charges you can most easily avoid, Free time usually starts when the container is discharged at the port, and these charges begin once that free time runs out.

Import vs Export — What’s Different
The charges overlap, but the two directions are not the same job, and they do not cost the same things.
Import — Bill of Entry
Duty plus delivery order
An import carries customs duty and the shipping line’s delivery order. Clearance means filing a Bill of Entry, paying the duty and, if customs select the cargo, an examination before release. Free time usually starts when the container is discharged at the port, so a delay costs more here.

Export — Shipping Bill
Shipping bill, no import duty
An export has no import duty. The costs are the Shipping Bill, container stuffing, CFS or terminal handling and carriage to the port before cut-off. Duty drawback and export scheme claims may be possible, and we handle them on the same file.

How to Keep Clearance Costs Down
Most extra cost comes from delay and correction, not from the fees themselves. These five habits remove most of it.
- 01 · Send correct documents early
- 02 · Use the right HS code
- 03 · Plan before the vessel arrives
- 04 · Avoid demurrage and detention
- 05 · One desk for CHA and transport
Wrong or late documents are the most common reason a file costs more. A wrong HS code changes the duty and can trigger a query or an examination. Filing before the vessel arrives, keeping free time in view, and using one desk for both clearance and transport closes the gaps where waiting charges build up.

FAQ
Frequently asked questions
Short, direct answers to what clients ask us most. Still unsure? Ask us directly.
Why are customs clearance charges different for every shipment?
Because several parties bill separately and each bill depends on the cargo. The HS code decides the duty, FCL or LCL changes the handling and CFS work, the number of line items changes the filing effort, and an examination, a special permit or a delay adds more. Two shipments rarely have the same mix.
Who pays demurrage and detention?
Shipping lines charge demurrage and detention when a container stays beyond its free time, and the terminal or CFS charges storage (ground rent). The bill normally reaches the importer or exporter, and who finally bears it depends on your contract with the buyer or supplier. Clearing documents before the vessel arrives is the best way to avoid it.
Is customs duty included in your charges?
No. Customs duty is paid to the government and shown separately from our charges. If needed, we can fund the duty in advance for you, billed back as per agreed terms.
How can I reduce customs clearance cost?
Send complete and correct documents early, confirm the HS code before the goods ship, plan the clearance before the vessel arrives and keep free time in view. Using one desk for clearance and transport also removes the gaps where waiting charges build up.
Can you give an all-inclusive quote?
We can quote our own charges, clearance and transport, as one package on one invoice. Duty, shipping line charges and CFS or terminal charges are billed by others and depend on the cargo, so we show them as separate lines. Send your documents and ask for a free quote.
